The mill has a permit from Environmental Protection Agency to operate its facility.
Part of this permit refers to air quality, and it limits the particulates per cubic metre to a specific level. This level is only allowed to be exceeded for short periods, typically 20 minutes. So to demonstrate that they are breaking their permitted limits, one would need to keep a record of the particulates concentration over time.
